The Regional General Permit will become effective on 2 October 2014, and will be valid for 5 years.  At the end of that time, the cumulative environmental effects of completed work will be reviewed and reissuance of the permit may be considered. Project Description:  Santo Petroleum proposes to construct a well pad for the purpose of oil exploration, production and storage.  The total project area, including access roads, covers approximately 6.0 acres.  Approximately 5.15 acres of the project area is includes an existing, upland access road (2.8 miles).  The well pad would be located on the edge of a large block of wetlands and would be directionally drilled to a depth of 8,000 feet.  A closed loop system will be utilized. The proposed well pad and majority of the access road is in an area currently enrolled in the Natural Resource Conservation Service’s Wetland Reserve Program.  The project is located in Section 7, T2N-R7E and Sections 12 and 13-T2N-R6E within the Bayou Natchitoches Watershed in the Ouachita River drainage basin (USGS HUC 08040301), Avoyelles Parish, Louisiana.

Project Description:  The Loneoak Capital Management, LLC is applying for a Department of the Army permit to develop a 1,004.69-acre wetland and stream mitigation bank.  The proposed site is located in Sections 29, 32, and 33, Township 14 South, Range 24 West, Hempstead County, Arkansas, and Sections 5, 6, and 8, Township 15 South, Range 24 West in Lafayette County, Arkansas.  The bank sponsor proposes to develop a 1,004.69-acre wetland and stream mitigation bank by restoring 217.90 acres of bottomland hardwood wetlands and 35.93 acres (11,074.80 linear feet) of stream buffers; enhancing 146.38 acres of bottomland hardwood wetlands and 22.19 acres (5,754.08 linear feet) of stream buffers; and preserving 315 acres of bottomland hardwood wetlands and non-bedded pine-dominant wetlands, 44.79 acres (1,457.41 linear feet) of upland stream buffers, and 164.41 acres of upland buffer.  The proposed work would increase the wetland and stream function, provide species diversity, and increase the width of a wildlife corridor within the Bayou Bodcau Watershed.

The U.S. Environmental Protection Agency (EPA) and the U.S. Department of the Army (Army) are announcing the withdrawal of an interpretive rule addressing the exemption from permitting provided under section 404(f)(1)(A) of the Clean Water Act (CWA).  The agencies want to make clear that the statutory exemption of 404(f)(1)(A) still remains available for use when applicable for discharges of dredged and/or fill material associated with normal farming, silviculture, and ranching activities that are part of an established operation and that do not have as their purpose bringing an area of waters of the U.S. into a use to which it was not previously subject, where the flow or circulation of the waters of the U.S. may be impaired or the reach of such waters be reduced (see 33 CFR 323.4 for more information).
