Project Overview

The Pearl River Flood Risk Management Project, led by the U.S. Army Corps of Engineers (USACE) Vicksburg District in partnership with the Rankin-Hinds Pearl River Flood and Drainage Control District, aims to reduce flood risks in the Jackson metropolitan area, Mississippi, caused by the Pearl River. The project addresses chronic flooding issues in Rankin and Hinds Counties.

USACE Vicksburg District Announces upcoming publication of a Revised Draft Environmental Impact Statement for the Pearl River Basin Mississippi Federal Flood Risk Management Project

VICKSBURG, Miss. – The U.S. Army Corps of Engineers (USACE) Vicksburg District will publish a Revised Draft Environmental Impact Statement (RDEIS) for the Pearl River Basin Mississippi Federal Flood Risk Management Project to the Federal Register in late June 2025. The statement evaluates flood risk management alternatives in Rankin and Hinds County, Mississippi.

The release of the RDEIS marks a major milestone in the project’s development and will initiate a 45-day public comment period, which will remain open until mid-August 2025. The original Draft EIS was released to the public on June 7, 2024. In response to significant public input and receiving more than six thousand comments, the Corps is releasing a revised draft to further refine the alternatives.

The RDEIS will not make a formal recommendation. Instead, it will present a comprehensive analysis of project alternatives to inform the decision-making of the Assistant Secretary of the Army for Civil Works (ASA(CW)).

A virtual public meeting is planned for mid-July, with specific details to be announced closer to the publication date. In addition to the virtual meeting, the Corps is available—by invitation—to provide presentations and briefings about the RDEIS to interested stakeholders, organizations, and community groups. Community groups or stakeholders interested in hosting an informational session may contact the District’s Public Affairs Office at vicksburgdistrict@usace.army.mil for scheduling availability.
