Vicksburg District Announces Chief of Evaluation Section of Regulatory Branch

The Vicksburg District encompasses a 68,000-square-mile area across portions of Mississippi, Arkansas, and Louisiana that holds seven major river basins and incorporates approximately 460 miles of mainline levees. The district is engaged in hundreds of projects and supports disaster response in Mississippi, Louisiana, and Tennessee.

VICKSBURG, MISS…The U. S. Army Corps of Engineers Vicksburg District recently announced the selection of Randy Holder as chief of its evaluation section of the regulatory branch of Operations Division.

In this position, Holder will be responsible for the supervision of an interdisciplinary team tasked with the oversight, development, and issuance of standard permits, letters of permission, mitigation banks, and cultural resource reviews.

Prior to this selection, Holder served as a senior environmental specialist in the evaluation section. In this position, he was responsible for the issuance of standard permits, letters of permission, and he served as the Chair for the Internal Review Team for the Mississippi Wetland and Stream Mitigation Banks.

A native of Vicksburg, Holder is a graduate of Warren Central High School, and he earned his Bachelor’s Degree in biology from the University of Southern Mississippi.

Holder is currently a member of the Association of State Wetland Managers. In 2013, he completed the Vicksburg District’s Leadership Development Program and was selected in 2014 for the Mississippi Valley Division’s Emerging Leaders Program.

He is engaged to Ms. Dallas Thomason of Rayville, Louisiana.
