Cost Engineering & Specifications Section

The Cost Engineering and Specifications Section in Technical Support Branch is responsible for the preparation of life cycle project cost estimates utilized for planning, Congressional authorization and construction of authorized projects.  Cost engineers manage project estimates, in cooperation with project managers, through design, procurement and construction phases of a project.  Specific items produced by the section include Government fair and reasonable estimates to determine reasonableness of a construction contractor's bid or proposal, preliminary construction cost estimates for planning purposes, estimates for service and supply contracts and estimates for contract modifications.

The cost team also maintains and analyzes cost data from numerous sources for construction, engineering materials and operations to be used as a guide in preparing cost estimates.
